Food Safety Audits and Third-Party Certification Under FSSAI's Risk-Based Framework: A Guide for FBOs

A guide explaining how FSSAI's risk-based food safety audit framework works, when a third-party audit is required, and how to select an audit agency.

The Shift to a Risk-Based Audit Framework

FSSAI's 2026 regulatory changes moved the licensing and inspection regime toward a risk-based framework, under which the frequency and intensity of inspection and audit obligations are calibrated to the risk category of the food business: factoring in the nature of the product handled, the scale of operation, and the business's own compliance history, rather than applying a uniform inspection cadence across all licensed food businesses regardless of risk profile.

When a Third-Party Food Safety Audit Applies

Certain categories of food business, generally those handling higher-risk product categories or operating at larger scale, are required to undergo a periodic food safety audit conducted by an FSSAI-recognised third-party audit agency, distinct from a routine government inspection. The audit assesses the business's compliance against the applicable Schedule 4 hygiene and process requirements in more structured depth than a standard inspection visit typically allows, generating a report the business is expected to retain and, in some cases, submit to the licensing authority.

Selecting an Audit Agency

FSSAI maintains and periodically updates a list of recognised third-party audit agencies. A food business selecting an agency from this list should confirm the agency's current empanelment status and its specific accreditation scope, since empanelment can be product-category or state specific, and an audit conducted by an agency outside the recognised list, or outside its accredited scope, may not satisfy the regulatory requirement even if the audit itself is substantively thorough.

Using Audit Findings Proactively

A well-conducted third-party audit, even where it identifies gaps, is generally more useful treated as an internal early-warning exercise than as a compliance formality to be filed away. Findings should feed into a documented corrective action plan with realistic timelines, both because a government inspection following shortly after an audit will often examine the same areas, and because a documented, good-faith corrective action history is itself relevant if a later show-cause notice or adjudication proceeding arises on a related point.

Frequently Asked Questions

What is the difference between a routine FSSAI inspection and a third-party food safety audit?

A routine inspection is conducted by a government Food Safety Officer, while a third-party audit is a more structured, periodic assessment conducted by an FSSAI-recognised audit agency, generally required for higher-risk or larger-scale food businesses under the risk-based framework.

Does every food business need a third-party food safety audit?

No, the requirement is generally calibrated to the business's risk category, factoring in the product handled, scale of operation, and compliance history, rather than applying uniformly to all licensed businesses.

How should a food business select a third-party audit agency?

By confirming the agency's current empanelment status on FSSAI's recognised list and its specific accreditation scope, since empanelment can be product-category or state specific.

What should a food business do with the findings of a third-party audit?

Feed them into a documented corrective action plan with realistic timelines, since a subsequent government inspection often examines the same areas and a documented remediation history can be relevant in any later enforcement proceeding.
