FSSAI's Hygiene Rating Scheme: What Restaurants and Food Delivery Outlets Should Know

An explainer for restaurants and food delivery outlets on how FSSAI's Hygiene Rating Scheme works, what the audit assesses, and how a rating affects ongoing compliance exposure.

What the Hygiene Rating Scheme Is

FSSAI's Hygiene Rating Scheme is a voluntary, audit-based mechanism under which a trained third-party auditor assesses a food establishment against defined hygiene and food-safety parameters: covering areas such as personal hygiene of staff, raw material storage, cross-contamination controls, waste management, and general premises cleanliness: and assigns a star rating, from one to five, which the establishment can then display for customers to see.

Distinguishing the Scheme From an FSSAI Licence or Registration

A hygiene rating is entirely distinct from the underlying FSSAI licence or registration required to operate at all. An establishment can hold a fully valid licence while choosing not to participate in the Hygiene Rating Scheme, and participation or a lower-than-expected rating does not, by itself, put the underlying licence at risk. That said, a hygiene audit finding that also happens to reveal a genuine regulatory contravention: for instance, expired stock in violation of shelf-life requirements. Can separately trigger ordinary enforcement action quite apart from the rating outcome itself.

What the Audit Typically Covers

A hygiene rating audit is generally more granular on operational hygiene practice than a standard compliance inspection, examining specifics such as food handler hand-washing practice and glove use, temperature control and monitoring logs for cold and hot holding, pest-control documentation, and the physical condition of food-contact surfaces and equipment: areas that a business preparing for an audit should walk through internally beforehand.

Practical Considerations Before Opting In

Because the resulting rating is typically displayed to the public, a restaurant or delivery kitchen considering participation should realistically assess its current hygiene practice against the scheme's parameters beforehand, rather than opting in and receiving a lower rating than expected. A poor publicly displayed rating carries its own reputational consequence distinct from, and potentially more immediate than, any formal enforcement risk.

Frequently Asked Questions

Is FSSAI's Hygiene Rating Scheme mandatory?

It is currently voluntary in most states, though it is being encouraged, and in limited categories some municipal or state bodies have moved toward requiring display of a rating.

Does a low hygiene rating put an establishment's FSSAI licence at risk?

Not directly. The rating is distinct from the licence, though a hygiene audit finding that also reveals a genuine regulatory contravention can separately trigger ordinary enforcement action.

What does a hygiene rating audit typically assess?

Personal hygiene of food handlers, raw material storage and cross-contamination controls, temperature monitoring for cold and hot holding, pest-control records, and the condition of food-contact surfaces and equipment.

Should a restaurant prepare before opting into the scheme?

Yes. Since the resulting rating is displayed publicly, an internal self-assessment against the scheme's parameters beforehand is advisable rather than risking a lower-than-expected public rating.
