The Competition Commission of India has found the Agro Input Dealers Association (AIDA), the Agro Input Welfare Association (AIWA) and named individual office-bearers guilty of cartelisation and bid-rigging among agro-input dealers, imposing monetary penalties on both the associations and the individuals concerned under Section 27 of the Competition Act, 2002.
Beyond the monetary penalty, the Commission also directed the opposite parties, under Section 27(g), to organise a competition-compliance training programme for their members — a non-monetary remedy aimed at addressing the underlying practice going forward rather than treating the penalty alone as sufficient deterrence.
The ruling signals continued CCI scrutiny of trade and dealer associations operating in the agricultural inputs sector, reminding such bodies that collective price-fixing or bid-rigging among members attracts both monetary penalties and mandatory compliance-training directions, and that individual office-bearers face personal exposure alongside the association itself.
